The Insertion of Capes in Brazilian Developmentalist Policy

This study aims to examine the role played by the National Campaign for the Improvement of Higher Level Specialized Staff (CAPES) for national development from the articulation of the concept of the Developmental State and the relevance of science and technology policies. For this, the context and process of its creation will be analyzed, as well as its performance during the 1950s to 1970s, evaluating its insertion in national development policies. It was found that CAPES' attributions changed during the period. At first, the policies implemented were aimed at individual development and staff improvement. From the 1970s onwards its role has been strengthened in national development policy, becoming responsible for coordinating and financing teaching and research institutions.
