The debate between Celso Furtado and Octávio Gouveia de Bulhões: another controversy about economic planning in Brazil

The article examines the debate between economists Antônio Gouveia de Bulhões and Celso Furtado regarding economic planning, triggered by the presentation of the report of the Economic Commission for Latin America (ECLAC), entitled “ Estudio preliminar sobre la tecnica de programación del desarollo económico”. This controversy required economists to mobilize several aspects of economic theory. However, we argue that the main elements of the debate were: the diagnosis of the ongoing economic development process and the role that the State should assume in relation to it.
