In the first Vargas government (1930-1945), the population displacements were used as an important element in the political and economic strategy for the integration of the Brazilian domestic market. This government has gradually created a policy aimed at controlling and directing population movements
to defined objectives, linked to the pursuit of economic development. Despite the procedural nature of the formulation of population displacement policy, you can see some elements which formed the basis of its
constitution. Among these elements are the strong influence of nationalism and the concern for the construction of Brazilian nationality.
